Dear Serpell,

I enclose a copy of the despatch to Hong Kong regarding the financial position.

The wording

in Charles' letter of 2nd June has been used with the addition of the words "and the appreciation now asked for will give a clearer picture of Hong Kong Government's subsisting liabilities". Those words are intended to indicate that any consideration of a possible claim must inevitably take into account the many liabilities with which Hong Kong is faced, and in these circumstances I felt sure that you would see no objection to them.
